The marriage ceremony at City Hall requires the presence of at least one person over 18 years of age to act as a witness. Your photographer can sign as the witness if you choose to have a private wedding ceremony. There will already be other people in the building and having several guests in your party will feel overwhelming.

There are no rules when it comes to eloping.
